Zhang Chaochao, member of the standing committee of the Hebei Provincial Committee and secretary of the Shijiazhuang Municipal Committee of the Communist Party of China, was invited to give a lecture to the participants of seminar for the officials at Bureau-Director level on Sept. 7. The lecture themed on implementing democratic centralism. The Managing Vice President of CELAJ Mei Liming and part of staff members attended the lecture.

Zhang Chaochao illustrated the theme from the perspective of development history of democratic centralism, the relation between democracy and centralism, the relationship between centralism and the division of work; the relationship between party members and the organization, the relationship between higher-level Party organization and lower-level Party organization, and the relationship between the minority and the majority.

The participants voices that the lecture combines theory with practice, and provides insights and new ideas for their future work in implementing democratic centralism.
