On March 13, CELAJ held the Jinggang Fourm, themed on “Internal Logic of Institutional Reform”. Professor Huang Xiaoyong, deputy director of Teaching and Research Department of Public Administration of Party School of CPC Central Committee (Chinese Academy of Governance) delivered a lecture. 

In combination with the State Council’s Institutional reform plan, Huang Xiaoyong analyzed the internal logic of Institutional reform from three aspects: three forms of institutional reform, modernization of national governance oriented institutional reform appeal, and the theoretical understanding of the Party's leadership and governance modernization.

Attendees said that the lecture was highly targeted, logical and rich in content, which deepened their understanding of institutional reform of State Council, and felt the importance and urgency of reform.
