On April 21, CELAJ held the second "Jinggang Forum" in 2024. Zheng Xinli, former deputy director of the Policy Research Office of the Central Committee of the Communist Party of China, gave a keynote speech on the topic of "Firmly grasping the primary task of high-quality development and developing new-quality productivity according to local conditions." Xiao Huaxiao, member of CELAJ council and director of the Department of Foreign Exchange and Training Development, presided over the report. 
Zheng Xinli comprehensively expounded the thinking and strategy of developing new quality productivity from five aspects: the great strategic significance of developing new quality productivity, the strategic focus of developing new quality productivity, the overall significance of developing agricultural new quality productivity, technological innovation is the core of developing new quality productivity, and the development of service industry around new quality productivity.
Participants said that the report  was highly theoretical and instructive, deepening the understanding and comprehension of the development of new quality productive forces; it is necessary to grasp that the development of new quality productive forces is an inherent requirement and an important focus for promoting high-quality development, seize strategic opportunities, and further promote reform and innovation; in accordance with the requirements of the development of new quality productive forces, smooth the virtuous circle of education, science and technology, and talents, and gather strong talent support for accelerating the development of new quality productive forces.
