
Regulations on Further Strengthening the Management of Trainees in the Education and Training of Cadres
In order to further strengthen the management of trainees and effectively improve the style of study in the education and training of cadres, in accordance with the spirit of the “Eight-point Decision of the Political Bureau of the CPC Central Committee on Improving Work Conduct and Maintaining Close Ties with the People”,and the "Implementation Rules" of the General Office of the Central Committee and the General Office of the State Council, and combining with the actual situation of the education and training of cadres, the following regulations are hereby formulated.
I. Cadres at all levels who participate in study and training are ordinary trainees. They must adopt a correct attitude towards learning, establish a trainee consciousness, strictly abide by all regulations regarding study and training as well as integrity and self-discipline. They should mainly focus their energy on study and earnestly complete the training tasks. The cadre management departments and cadre education and training institutions should put forward specific requirements for the participating cadres.
II. During their time at the educational institution, cadres should live in the trainee dormitories and dine in the trainee canteens. Trainees are prohibited from hosting banquets for each other with public funds, and so are faculty and trainees. Classes and groups are not allowed to hold dinners or receptions under the guise of group activities. Trainees must not go out to participate in any form of banquets or entertainment activities that may potentially compromise the impartial execution of their official duties. Trainees who violate these regulations shall be expelled from the training program.
III. When organizing trainees to go out for on-site teaching, field investigations and research, etc., police car escort is not allowed. Trainees should not accept banquets, and they should have buffet meals or simple meals. They are not allowed to accept souvenirs and local specialties, nor should they arrange tourism and entertainment activities unrelated to the study. If these regulations are violated, the relevant leader of the training institution and responsible person in charge of the team shall be held accountable.
IV. Trainees are not allowed to accept or give gifts, cash, securities, payment vouchers, local specialties, etc. They should not receive courtesy visits under the guise of personal visits. Trainees are not allowed to invite each other for tourism under the pretext of academic exchanges, reciprocal visits, cross-inspections, or group research activities. For those who violate these regulations, appropriate measures will be taken based on the severity of the violation, including warnings, public criticism, or expulsion from the training program. In case of accepting or giving valuable gifts, cash, securities, and payment vouchers, the matter will be reported to the cadre management department and the unit where the trainee belongs, and disciplinary action will be carried out in accordance with regulations.
V. During the period of their participation in the training, trainees shall no longer undertake tasks such as work, meetings, overseas (or cross-border) inspection assigned by their units. If they need to take leave due to special circumstances, they must strictly follow the procedures for leave application. Whose cumulative leave exceeds one-seventh of the total program duration will be dismissed from training. Those who leave campus without prior approval will be ordered to withdraw from the training.
VI. Trainees must write their own speech materials, learning experience, investigation reports, and papers. It is strictly forbidden to have others write on their behalf, plagiarize others' learning and research achievements, or have staff members such as secretaries "accompany them for study". For those who violate these regulations, appropriate disciplinary actions will be taken based on the severity, including nullification of academic results, public criticism, or be ordered to withdraw from the training.
VII. During the period of training, trainees shall not keep their official vehicles stationed on campus, nor shall they borrow vehicles from other units or individuals for "accompanying study". Trainees who violate these regulations shall be subject to openly criticizing.
VIII. During their stay at academy and after graduation (or completion of the training), trainees are absolutely prohibited from forming "cliques" in the name of classmates. They shall not establish any form of alumni associations, classmate associations or other organizations, nor shall they designate conveners, contacts to carry out organized activities. They shall not take advantage of their classmate relationships to provide convenience for each other and seek personal gains in matters such as cadre appointment, personnel arrangement, children's enrollment, employment, business operations, etc. For trainees who violate these regulations, the instigator shall be ordered to withdraw from the training, and the participants shall be given a openly criticism. For trainees who have graduated (or completed the training), relevant departments shall conduct serious investigations and take appropriate disciplinary actions.
IX. The management departments and training institutions for cadre education and training should practice strict economy and frugality in running programs. They shall not hold training sessions in luxury hotels or scenic areas. They shall not arrange accommodation and meals beyond the specified standards, nor distribute premium consumer goods and souvenirs. It is strictly prohibited to use training as an pretext for public-funded tourism. For those who violate these regulations, the leaders of the organizing units will be held accountable.
Organizational and personnel departments at all levels, institutions for cadre education and training, and the units where cadres work should attach great importance to the management of trainees. Organizational and personnel departments should record the main performance of trainees during their training in their personal files as an important basis for cadre assessment, appointment, and promotion. For key training sessions, dedicated personnel should be assigned to follow up with each session. Institutions for cadre education and training should improve rules and regulations, strictly enforce school discipline, arrange tight training schedule and impose strict requirements on trainees. They should also educate and guide teachers, class advisors, and organization staff to provide good services and management for trainees. The units where cadres work should support and encourage them to participate in study and training. They should avoid assigning work tasks during this period and refrain from sending personnel for visits so that cadres can fully concentrate on their studies without distractions.
All regions and departments should study and propose specific measures to implement these regulations in accordance with their actual conditions and ensure implementation. The Organization Department of the Central Committee will inspect the implementation of these regulations in due course.
