China Executive Leadership Academy Jinggangshan (CELAJ), nestled in the beautiful revolutionary cradle Jinggangshan, covers an area of 268 mu, with a floor space of 60,000 square meters and a total accommodation capacity of 500 trainees. Its construction project was started on June 20th, 2003, completed at the end of 2004 and put into use in March, 2005. All buildings on campus follow the Hui style. The main buildings include No.1 trainee building, No.2 trainee building, No.3 trainee building, the library, the academic buildings, the expert (provincial) building and the complex building for logistics, all of which are equipped with advanced facilities. The campus has now basically built into an ecological networking garden.

　　Establishing CELAJ is a major decision made from the standpoint of the overall situation of promoting the great cause of socialism with Chinese characteristics and the new great project of Party building, aiming to strengthen leadership education and to build a high-quality leadership team. The Central Committee of CPC and the State Council attach great importance to the construction and development of CELAJ. President Hu Jintao and Premier Wen Jiabao have made many instructions on the work of the academy.

　　When the construction finished and the academy opened, President Hu Jintao sent over a congratulatory message, placing high expectations on its development. At the beginning of the construction, Comrade Jiang Zemin wrote the name for the academy. Zeng Qinghong and He Guoqiang were in charge of the preparatory work, repeatedly listening to the reports, visiting the construction site and proposed explicit education requirements. Jia Qinglin, Li Changchun, Xi Jinping and Zhou Yongkang inspected the academy respectively and made important instructions on the academy’s work. During its construction, the academy received strong support from ministries and commissions of the CPC Central Committee, Jiangxi provincial committee of the CPC, Jiangxi provincial government as well as the local committee of the CPC and government, undertaking the auxiliary projects, renovating Jinggangshan airport and the local power gird, building up Taihe-Jinggangshan highway and Ji’an-Jinggangshan railroad and rebuilding the hospitals and other facilities.

　　China Executive Leadership Academy, Jinggangshan is a national training base conducting education in the field of CPC history, Party building theory, revolutionary tradition and basic national conditions for Party and government officials, enterprise managers, professionals and army officers. According to the requirements of the CCCPC, CELAJ earnestly carries forward its mission of seeking truth from facts, keeping pace with the times, maintaining the style of arduous struggle and exercising state power for the people. The academy locates its function as building up itself into a base for revolutionary tradition education and basic national condition education; into a gas station for stimulating Party cadres to keep their revolutionary fervor; into a furnace for raising the overall quality and abilities of the leadership and into a window for international exchange and cooperation. CELAJ is administrated directly by the Organization Department of the CPC Central Committee and Jiangxi Provincial Party Committee assists in management. It is a public institution directly under the central government with a full financial funding from the state. Zhao Leji, member of the Political Bureau and secretary of the Secretariat of the CCCPC (Central Committee of the Communist Party of China), head of the Organization Department of the CCCPC, assumes the post of Council Director-General and President of CELAP (China Executive Leadership Academy, Pudong), CELAJ (China Executive Leadership Academy, Jinggangshan) and CELAY (China Executive Leadership Academy, Yan’an); Deputy-Head of the Organization Department of the CCCPC Wang Jingqing, Executive Deputy Director-General of the Councils of the CELAP, CELAJ and CELAY; Deputy secretary of Jiangxi Provincial Party Committee Shang Yong, First Vice President of CELAJ; Mei Liming, the Executive Vice President; Zhang Younan, Kuang Sheng and Ke Hua, Vice Presidents. CELAJ, with a total faculty and staff number of 135, includes seven functional departments: the General Office, Department of Teaching Affairs, Department of Training, Department of Teaching and Science Research (Case Development Center), Department of International Exchanges and Program Developing, Department of Human Resources and Party Committee, consisting of 26 offices.

　　Since its inception, the academy holds high the great banner of socialism with Chinese characteristics, adheres to Deng Xiaoping Theory and "Three Represents" as guidance, thoroughly implements the scientific concept of development, focuses on the Party’s and the country's overall work, adheres to the central government's educational requirements and taps to the full the unique teaching resources and regional advantage of Jinggangshan and its surrounding area, thus making an advantage to upgrade its teaching level and raise its trainees’ abilities. Through years of development, the academy has gradually formed a core value of "Loyalty, Obligation, Passion and Dedication" as the main content; follows “founding with characteristics; revitalizing with innovation; consolidating with talents” as its path of development; adopts the training concept of “strengthening conviction; reinforcing responsibility; enhancing quality; promoting innovation”; establishes its developmental goal as “turning CELAJ into a unique leadership academy at home and an influential one abroad”. CELAJ has initially set up its teaching framework that takes studying and implementing the theoretical system of socialism with Chinese characteristics as the central element and fostering the revolutionary tradition, the basic national conditions and the ability of administration as the basic contents. The main forms of teaching include thematic teaching, field experience, audio-visual teaching, case teaching, social practice and seminars. Short-term training and thematic workshops are the unique models adopted by the academy and have won good assessment from various circles of the society. From March 20th, 2005, the day on which the academy officially opened classes, to the end of April 2013, CELAJ has held 893 training classes of different types and had trainees adding up to 44, 707 people.
