Li Yuanchao: Strengthen Pertinence and Effectiveness of Cadre Education and Training |
On Feb.27, the 11th jointing conference of the national cadre education was held in Beijing. Li Yuanchao, member of the Politburo of the CCCPC, the Secretariat of CCCPC and the head of Central Organization Department, CCCPC, pointed out that the reform and innovation of cadre education and training should be greatly promoted in accordance with the requirement of building a learning political party. It should aim to enhance the pertinence and effectiveness and provide with better service for the scientific development and cadres’ healthy growth.
At the conference, the cadre education and training in recent years was looked back to and tasks in 2010 discussed. All participants agreed since the 17th CPC National Congress, this task has made new progress thanks to the reform and innovation of departments at all levels by seizing opportunities. The party is facing tests for the ruling capability, its reform and open-up policy, adaptation of a market economy, and the increasingly complicated opportunities and challenges in the post global financial crisis. In view of such circumstances and the urgent need of development of the party and nation, all the members should enhance sense of responsibility and urgency to make contribution to building learning political party and learning cadre team.
Li Yuanchao said, the learning ability of people in one country indicates a country’s competition strength to some extent. Similarly, the improvement of a political party’s governance capability is closely related to the enhancement of the leadership education of cadres. Training cadres in a large scale continuously and improving their qualities significantly should be taken as the urgent strategic task for the purpose of strengthening the construction of party’s governing capability. The training should adhere to the principle of taking practice as the center, the actual use as guidance so as to integrate knowledge with practice; strengthen the pertinence and effectiveness of education and training; highlighten the education of party spirit to solve prominent problems in the aspects of party spirit and style; underline the training of ability to lead scientific development and promote social harmony; stick to the principle of different trainings for different demands and objects to better serve the needs of cadres’ posts; keep up the principles of reform, opening up, competition and selecting the better to push forward the reform and innovation of this issue; and establish an open, energetic and effective leadership education system with Chinese characteristics under the right direction.
Li Yuanchao required the Central Party School, National School of Administration and the Executive Leadership Academy, as major platforms for the leadership education, should heighten sense of crisis and competitiveness. They should speed up innovation on the basis of reality; cultivate their own advantages in practical value; and exert great effort on developing classic courses and excellent textbooks, establishing celebrated teaching group, improving teaching management and school spirit construction. Leadership education platforms in universities should keep to direction, improve their teaching quality, enhance management and decrease cost, strengthen general guidance and coordination to concentrate all the strength for leadership education and training.
