Hu Jintao, General Secretary of the Central Committee of the CPC (CCCPC), delivered an important speech at the fifth plenary meeting of the 17th Central Commission for Discipline Inspection of the CPC on January 12th. He stressed that the Party must correctly understand the situation of Party style construction and anti-corruption struggle, seeing the marked effects achieved through anti-corruption construction as well as having a profound understanding of the long-term anti-corruption struggle that is complex and difficult so as to propel the clean government construction and the anti-corruption combat forward with a more unshakable confidence, a more determined attitude, more effective measures and more solid work.

Members of the Standing Committee of the CCCPC Political Bureau, Wu Bangguo, Wen Jiabao, Jia Qinglin, Li Changchun, Xi Jinping, Li Keqiang, Zhou Yongkang attended the meeting. Hu Jintao pointed out in his speech that in 2009, Party committees, governments and discipline inspection organizations at all levels had promoted anti-corruption construction in an all-round way, strengthened the supervision and inspection of the implementation of a series of the Central Committee’s decisions and arrangements to grow economy, to ensure people’s livelihood and to maintain stability, severely punished a group of law and discipline violations, decisively corrected the unhealthy practices that hurt the public interests and pushed forward a number of reform measures and that with a clearer direction to construct a clean government and fight against corruption, a clearer train of thought and more effective measures as powerful supports, reform, development and stability are guaranteed.

Hu Jintao emphasized that in the new year, we must comprehensively implement the spirits of the 17th National Congress of the CPC and the Third and Fourth Plenary Sessions of the 17th Central Committee, hold high the great banner of socialism with Chinese characteristics, follow the guidance of Deng Xiaoping Theory and the important thought of Three Represents, thoroughly apply the Scientific Outlook on Development, adhere to the policy of tackling problems in a comprehensive way and combining punition and prevention with priority on prevention, strengthen the Party style building focused on maintaining the close ties between the Party and the people, strengthen anti-corruption construction with the emphasis on perfecting corruption punition and prevention, pay close attention to the people’s pressing concerns in the anti-corruption construction, strive to promote building the anti-corruption systems, centre on key tasks, grasp the overall situation, forge ahead in a pioneering and innovative spirit, carry out plans conscientiously and continue to win new victories in the anti-corruption combat.

Hu jintao pointed out that we should focus on the following aspects of work for the time being. First, we should strengthen the supervision and inspection of the implementation of the central committee’s major decisions and arrangements on promoting scientific development, promptly spotting the problems and urging the rectification. Second, we should strengthen the education and supervision over the leadership, with the focus on the education of Party character, style and discipline. We should strengthen the education of the Party members especially the leadership on their ideals and beliefs and on clean politics, carrying forward the Party’s fine style and guiding the leadership to maintain a good Party character and role of model. Third, we should pay most attention to people’s pressing concerns and try hard to solve the problems that seriously damaged people’s interests. We must be serious in investigating and punishing those cases in which the people’s interests are severely damaged in order to promote social harmony and stability. Fourth, we should be decisive to investigate and treat those cases of law and discipline violations and the cases involving leadership abuse of power, corruption, bribery and dereliction of duty and never let any corruption escape from the punition of the Party disciplines and national laws.

Hu Jintao stressed that the establishment of anti-corruption systems constitute an important part of corruption punition and prevention and an urgent task of strengthening anti-corruption building. The priority should be given to the establishment of various systems for corruption punition and prevention. We should take power control and monitoring as the core, the improvement of the execution of systems as the starting point to strengthen the overall planning, to make key breakthroughs and gradually build up an effective anti-corruption system that is scientific in content, rigorous in procedures and complete in supporting, enhancing its execution and effectiveness.

Hu Jintao pointed out that we should focus on the following four aspects of work. First, we should further strengthen the anti-corruption education building, strengthening and improving education and training, strengthening and improving the anti-corruption public education efforts, attaining a more scientific, more standard and more effective anti-corruption education. Second, we should further strengthen the supervision of systems, earnestly implementing and continuously improving the supervision systems, reforming and perfecting the inner-Party supervision system, improving the monitoring mechanism of power, broadening the channels of supervision, enhancing the concerted effort of supervision, strengthening innovation of the supervision systems, establishing a sound power structure and operating mechanism based on the mutual restraint and coordination of decision-making power, executive power and supervisory power. Third, we should further strengthen the prevention system construction, promoting the building of the risk prevention and control mechanisms for a clean government, building up a sound information system to prevent corruption, establishing a sound system to prevent conflicts of interests to form an effective long-term mechanism to prevent corruption. Fourth, we should further strengthen the punition system, building a sound system to promptly disclose, investigate and punish the corruption cases, establishing a special investigation and treatment system in the areas where corruptions are prone to happen, perfecting the responsibility system and other supporting systems in building a clean and honest administration.

Hu Jintao stressed that the people raised new requirements on anti-corruption with the development of situation and deepening of practices, which demanded that we should immediately study new situations, solve new problems, sum up new experience and promote innovation of anti-corruption systems. We should further study the prominent issues in the anti-corruption construction in accordance with the great practice of Reform and Opening-up, the major initiatives, the deepening of the administrative system reform, the leadership and personnel system reform, the judicial system reform and the working mechanism reforms.

Hu Jintao pointed out that we must continuously improve the execution of systems so as to work well in the anti-corruption construction. The Party committees, governments and discipline inspection organs at all levels should strengthen their executive and organizational leadership to ensure the system against corruption be effectively implemented. It is necessary to strengthen public education on systems, to increase system awareness in the Party, to build a strong ideological foundation and to convert systems to the leadership norms of conduct. We should also strengthen the supervision and examination of system execution, investigate and punish the violations of systems, cultivate in leadership especially high-ranking leadership, an awareness that everyone is equal before law, no one has privilege before the system and there is no exception of the system constraint, educate and guide the leadership to take the lead learning system, strictly carrying out the system and consciously safeguarding the system.

Hu Jintao stressed that the discipline inspection and supervision leadership should strengthen their ideological and political construction and focus on their capacity building, enhancing political awareness, exemplary awareness, legal awareness, innovation awareness and purpose awareness, keeping loyal to the Party and the people’s cause, upholding the Party’s principles, faithfully performing their duties, taking the lead in compliance with the disciplinary rules and the laws of the land and fighting resolutely against any corruption. Party committees and governments at all levels should be very conscientious and initiative to assume the political and leading responsibilities in promoting anti-corruption construction, strengthen the guidance in discipline inspection work, support the discipline inspection and supervision organs in performing their duties and work, help resolve practical difficulties and problems encountered by the discipline inspection organs and promote the implementation of anti-corruption tasks.

He Guoqiang, when hosting the meeting, pointed out that Hu Jintao, General Secretary of the CPC in his significant speech, from the global and strategic perspective of the Party and the nation’s development, made a comprehensive and scientific analysis of the current anti-corruption situation, put forward the general requirements and major tasks for this year’s clean government and anti-corruption construction and elaborated on the importance, the urgency and the basic requirements of building the anti-corruption systems, which played a significant and far-reaching role in further unifying thinking, strengthening confidence, deepening Party style construction and anti-corruption struggle and improving Party building under the new situation. We must be careful in study and firm in implementation and strive to promote scientific development, social harmony and create a new situation of Party-building with the accomplishments in the Party style construction and anti-corruption combat as a strong guarantee.
