Li Yuanchao: Select the Best Cadre for the Key Positions |
The 7th and 8th training courses of studying and carrying out the spirit of the Forth Plenary Session of the Seventeenth Party Central Committee for national Minister of Organization will commence in the Party School of the CPC Central Committee and National School of Administration on 20th and 21st respectively, when there will be nearly 1300 ministers present from 18 provinces, regions, and cities. Li Yuanchao, member of Political Bureau of the CPC Central Committee and Secretary of Secretariat of the Central Committee and Head of the Organization Department of the CPC Central Committee, pointed out that the best cadres should be selected for the key positions by the thoroughly carrying out the spirit of the Forth Plenary Session, deepening the reform of the cadre and personnel system, and forming a vigorous mechanism in cadre selection and appointment.
Li Yuanchao said that we should adhere to the principle under which the Party should supervise its cadres and comprehensively promoting the reform of the cadre and personnel system based on the policies as democratic, open and fair, competitive and selective; to the principle under which the party should select the cadres who possess both political integrity and ability and with the political integrity being the foundation, and make a good use of them. He also said that the Party should adhere to and improve the mechanism of selecting the cadres from grassroots, and give preference to the cadres who have grass-root work experience in the promotion, to establish a grassroots-oriented employment principle. When comes to the rejuvenation of cadres, Li Yuanchao pointed out that younger cadres does not mean “lowering the age” and we cannot decrease cadres’ age in position successively from high to low level, in stead, we should have a correctly understanding and grasping the Party’s policy of cadres, and resolutely correct the malpractice of cadres’ age in position by impose uniform age limit in all cases, to arouse the enthusiasm of the cadres of all age groups.
Li Yuanchao said that we should resolutely rectify the unhealthy tendency in appointment, increase public trust in cadre selection and appointment, improve the supervisory system of cadre appointment, deal severely with practices of the appointment in violation of rules and codes, and punish resolutely those who solicit votes, sell and buy offices, and investigate every case and then make each public once verified. We should also further widen supervision channels by calling the public supervision as the unified effort of complaints, telephone, and internet into full play. In addition, the policy of being strict in Party discipline should be carried out by strengthening the cadres’ Party spirit and ideological and political education, making strict daily management and supervision on cadres, reinforcing the management of the cadres in key positions, improving and strictly implementing accountability system of leading cadres, to run strict management through the whole process of cadre work. As for the heads of organization departments, Li Yuanchao said, should act as a good “goal-keeper” in appointing cadres for Party cadre system and appointment principle by the high sense of responsibility for Party organization, the cause of the people, and the cadre work.
