Li Yuanchao Emphasized Cadres of the Leading Organs should be from the Grassroots and to the Grassroots |
On the morning of March 20, the Three China Executive Leadership Academies——CELAP, CELAJ and CELAY held the opening ceremony of 2010 spring semester simultaneously in the form of video conference. On the opening ceremony, Li Yuanchao, the Member of the Politburo of the CCCPC, Secretariat of CCCPC, Head of the Organization Department, CCCPC and also the President of CELAP made it a point that leading organs of the party and government at all levels should keep adherent to the spirit of the 17th CPC National Congress and the fourth Plenary Session of the 17th CPC Central Committee to select excellent cadres from grassroots and the front line of production. He stated those organs should establish training and selecting chain for the leading cadres of the party and government from grassroots and front lines in order to perfect cadres’ structure and orientate talent deployment to grassroots which could help excellent talents work in the grassroots and cadres comes from the grassroots.
Li Yuanchao said, leading organs of the party and government at all levels took the responsibility of the reform and opening up and the modernization of China, so cadres working in such organizations should come from the grassroots. Only when they experienced hardships in grassroots affairs could they improve their capacity of handling practical problems. Also, only with arduous work at grassroots would they cherish deep understanding of and empathy with the grass and at last to be a cadre exercising power for the people consciously.
Li Yuanchao also pointed out that our party had consistently adhered to the principle of selecting, cultivating and training cadres from the grassroots. Since it was an important decision of present cadres personnel system reform that cadres should be from the Grassroots and to the Grassroots, different departments at all levels should uphold the above principle and decision to stimulate cadres’ initiative to work at grassroots. The cadres in leading organs, especially the young, should take initiative to come down to the grassroots or harsh places to cultivate valuable merits and improve working ability. It could be believed that these cadres would embrace a broad way in working at grassroots.
Mr. Wang Ercheng, deputy head of the Organization Department, CCCPC, and also executive chairman of the Board of CELAP, CELAJ and CELAY, presided over the opening ceremony. Wang Xiankui, Deputy Secretary of CPC Jiangxi Committee and also Vice President of CELAJ, and Li Xiaosan, Executive Vice President of CELA, presented at the host venue at CELAP. Vice President of CELAJ Zhang Taicheng, Zhou Jintang and Zhang Younan attended the ceremony at branch venue in CELAJ. Those trainees who had studied at the 2nd seminar of “Carry forward Jinggangshan Spirit, Hold firm to Ideal and Faith” for cadres of provincial and ministerial level, the 13th special training class of “Strengthen Party Spirit Cultivating, Hold firm to Ideal and Faith, Maintain the Advanced Nature” for departmental-level cadres, the 9th special training class of “Strengthen Party Spirit Cultivating, Hold firm to Ideal and Faith, Maintain the Advanced Nature” for deputy department level cadres and the 72nd specially-arranged class ( i.e. the 31st , the 32nd seminars for the teaching and researching backbones in the disciplines of philosophy and social sciences from higher-education institutions affiliated to ministries and commissions of CCCPC), all the faculty of the academy also participated in the opening ceremony at branch venue in CELAJ .
