  From November 15th to 26th, Li Xiaosan, the Executive Vice President of China’s Executive Leadership Academy Jinggangshan, leading a delegation for Swiss, Denmark and Finland, carried out exchanges on leadership education and training.
  The delegation visited Switzerland Lausanne Institute of Public Administration, School of Management, Switzerland Northwestern University of Applied Sciences, Fribourg Higher School of Management, the Danish Institute of Administration and other senior civil service training institutions. The delegation carried out an in-depth exchange with the main functionaries from the corresponding institutes of the three countries on the following topics: their history and current situation of civil service training, the civil service training system and laws, the visited institutes’ civil service training system and mechanism, the internal management and operation, their training philosophy, training methods and training evaluation and so on. After visiting the headquarters of Union Bank of Switzerland and the Nokia Group’s headquarters, the delegation held a discussion with the senior executives of the company on such issues as staff training and human resource management.
  During the visit, the delegation also visited Chinese embassy in Switzerland, Denmark and Finland and Consulate General in Zurich, Switzerland. Dong Jinyi, China’s Ambassador to Switzerland, Xie Hangsheng, Ambassador to Denmark, Huang Xing, Ambassador to Finland and Li Xiaosi, Consul-General in Zurich, Switzerland warmly received the delegation. 

  From June 20th to July 2nd, 24 teachers and administrative staff of China Executive Leadership Academy Jinggangshan, led by Zhang Younan, Vice-president of the academy went to Korea University for a special training of “modern civil service training and training management”. Dean of the College of Policy of KRU, Ren Hebb attended the welcoming ceremony and delivered an address.
  During the training, the CELAJ staff took thematic classes on South Korea’s administrative system and leadership system for training civil servants’, civil servants’ behavioral code and norms in South Korea, current education and training situation of civil service human resources development in South Korea, the course setting for training civil servants in South Korea, the educational policies and design of teaching content for training civil servants in South Korea, the teaching methods applied in the training bases of civil servants in South Korea, etc. They visited the Korea Institute of Public Administration, Labor Administration Training Institute, Seoul Institute of Talent Development, getting to know about the informationization construction and campus infrastructure of the training bases of civil service in South Korea, South Korea’s training strategy for core talents, organizational change management, the building of innovation-based organizations, the teaching methods in the training bases of civil service in South Korea and the selection and management of the lecturers. The delegation also visited the South Korea National Parliament Hall and Constitution Memorial, investigated the city government of Pohang, the Agricultural Technology Center of Seogwipo City, Pohang Iron Works, Research Institute of Artificial Intelligence Robotics, new countryside memorial and other institutions. Besides, the delegation also conducted a cultural study in Seoul, Busan, Jeju and other places, experiencing the Korean folk culture and customs.
  The trainees, during the training, firmly observed disciplines, concentrated on their study, thought actively, spoke out enthusiastically and wrote articles about their gains and feelings. They generally felt that through training, their horizons had been broadened, their ideas had been inspired and their capacity had been improved.
  
  From October 17th to November 1st, Zhang Younan, vice president of China’s Executive Leadership Academy Jinggangshan was in Cambridge University of Britain for a training of “new-type industrialization and ecological civilization construction seminar” sponsored by Organization Department of CCCPC in conjunction with the Environmental Protection Department.

  From July 18th to 31st, Zhou Jintang, vice president of China’s Executive Leadership Academy Jinggangshan and other 24 teachers and administration staff went to Singapore College of Public Service for a thematic training of “leadership training and development”. Yang Hanzhong, dean of the Singapore College of Public Service, hosted a welcome ceremony and participated in the closing ceremony for this training class. During training, members of this class listened to lectures on modern training concept and training needs research, Singapore public service system, leadership training and development, etc. and they paid visits to the Public Service Department of Singapore Prime Minister’s Office, Singapore Corrupt Practices Investigation Bureau, the People’s Action Party headquarters, Nanyang Technological University, Lee Kuan Yew Policy Institute of Singapore National University, the Chinese Embassy in Singapore and observed members of the Congress meeting their constituents. Every member of this class, during training, observed disciplines, devoted themselves to learning, conducted thinking carefully, actively participated in class and carefully concluded what had been learned and experienced from the study courses. Before the end of this training, all groups of this class also made reports on such subjects as public service school’s features, Singapore’s system and culture, Singapore’s Political Parties’ construction and community building. 

  From November 10th to 20th, 2008, a “CELAJ Delegation for German and French Civil Service Training and Training Management Observation”, composed of 11 members including doctors, backbone teachers and relevant staff, went to Germany and France for a study tour. The delegation inspected the Hessian State Institute of Administration in Germany and the National School of Administration in France and had discussions with the relevant people in charge. Professor Stefan Hirsch from the Hessian State Institute of Administration and the section chief Chantel Sevrin from the Asia section, International Relations Department of the National School of Administration(ENA) respectively introduced to the delegation about the civil service building and training in Germany and France and conducted exchanges and discussions about training modes and content, curriculum construction, feedbacks on teaching and teaching effects evaluation, etc. Both schools expressed to the delegation their wishes to further enhance exchanges and cooperation with the CELAJ.

  From Jan. 18 th to 31st, 2008, delegation of “Civil Servant Training& Training Management” led by the Executive Vice President Li Xiaosan, and the Vice president Zhang Younan, paid a visit to Australia and New Zealand. During their trip, they visited Australian Public Service Commission, Sydney Rockdale Council, University of Sydney, University of Victoria, and Chinese Embassy in Australia and New Zealand as well.

  A delegation led by Zhang Taicheng and Zhou Jintang, the vice presidents of CELAJ, paid a visit to Japan and South Korea from Nov. 20th to Dec. 2nd. They visited Public Service Center, National Personnel Authority of Japan、Academy of Administration , Seoul National University)、Seoul Talent Development Institute, and Chinese Embassy in Japan and South Korea as well.

  From June 4 th, to 9 th, 2007, a delegation led by Li Xiaolan, the Executive Vice President paid a visit to Hong Kong and Macau. In Hong Kong, they visited New Territories Division of the Liaison Office of the Central People’s Government in the Hong Kong S.A.R. and HK Independent Commission against Corruption and its training centers. In Macau, they visited the Liaison Office of the Central People’s Government in the Macau S. A. R., Nam Kwong (Group) Company Ltd., Macau SAFP, the PLA Macau Garrison, etc.

  A delegation of 8 led by Zhang Taicheng and Zhou Jintang, the vice presidents of CELAJ, paid a visit to Australia and New Zealand from Dec. 1st to 13th, 2006. They visited Graduate School of Government (The University of Sydney), TAFE of North Sydney, University of Canterbury and Christchurch Council to build academic communication platform for cadre’s training.

  From Aug.1st to 8th, 2006, the vice president Zhang Younan and his party paid a visit to Hong Kong and Macau. They visited Hong Kong Civil Service Training and Development Institute (CSTDI), the Liaison Office of the Central People’s Government in the Hong Kong S.A.R., and the Liaison Office of the Central People’s Government in the Macau S. A. R.

  From Nov. 30 to Dec. 12, 2005, European training center administration commission led by Li Xiaosan, the Executive Vice President of CELAJ, visited France, Germany and Italy, during which they mainly visited such training centers as ENA and Speyer.
