Li Yuanchao Emphasizing that CPC Leadership Must be Honest and Upright 

　　On the morning of September 5th, China’s Executive Leadership Academy Pudong, Jinggangshan and Yan’an simultaneously held the 2009 school opening ceremony for autumn semester by means of video conference. Mr. Li Yuanchao, Member of Politburo of the CCCPC, Member of the Secretariat of the CCCPC, Head of Organization Department of the CCCPC, Board Chairman and President of all three Academies, delivered an important speech, stressing that the CPC leadership should be honest and upright.

　　Li Yuanchao pointed out that 60 years ago, Mao Zedong put forward the “two musts” guideline in accordance with the new situation in which our Party would come into power, warning the Party to keep sober-minded before victory and asking the Party leadership to be honest and upright. The history of six decades has fully shown that to keep clean and honest is an important guarantee for the contingent of Party leadership to withstand the tests in power and win the people’s support. Deng Xiaoping, Jiang Zemin and Hu Jintao have repeatedly stressed that all Party members, especially the leadership must always uphold uprightness and honesty and should stand the tests of Reform and Opening up when in government.

　　Li Yuanchao made four-point requirement of upholding honesty and uprightness on the Party leadership. First, the Party leadership is required to be politically conscious, to thoroughly study the theoretical system of socialism with Chinese characteristics, to grasp the scientific outlook and methodology that has a correct understanding and can handle the major issues of Reform and development, to abide by the Party’s political discipline, to enhance the overall awareness, to consciously stay consistent with the Party Central Committee, to be vigilant and strengthen a sense of crisis, to fully assess the possible contradictions and difficulties that may be encountered in the progress, to calmly deal with the problems, to analyze the problems with a sober mind, do planning dialectically, to be able to recognize the whole through observation of the part, to make the work more forward-looking, to always stay together with the people, to ask the people for their advice and need, to steadily establish a sense of people, listen to their voices, understand their feelings, grasp the social trends and the initiative in work. Second, the Party leadership must remain upright. It must be put in an essential place in the ideological and political construction for the leadership that the Party leaders should keep honest and upright and establish a sound style of work. The leaders are also meant to be upright and loyal to the Party, to be honest to others, to be bold enough to face up to contradictions and difficult problems and seek to resolve them, to avoid shifting responsibilities to others. Besides, leaders have to play fair and act according to the Party’s principles, policies, laws and regulations. Also, they have to take the right political path. The leadership can not enjoy prestige or win people’s love without remaining honest and upright. Furthermore, correct views on the cause, work and performance have to be established for the leadership who must focus their thoughts and energy on the doing the actual work, undertaking the career, seeking profits for the people and creating political performance that is able to stand the tests of practice and the people. Third, the Party leadership should maintain political cleanness. They are meant to be strongly opposed to seeking personal gains with public right, to constantly cultivate political morality, to always harbor the awareness of self-discipline, to frequently think of the harm of greed and to consistently maintain a CPC Member’s honesty and uprightness. Any forms of misgovernment must be seriously remedied. The most resolute attitude and the most realistic style of work should be taken to fight against the malpractice in the recruitment. On the one hand, reforms should be made to prevent corruption from the source in recruitment. On the other hand, amendments are to be made so that those who buy and sell the posts of government officials or who canvass and bribe to get the posts are not able to succeed. The leadership must willingly accept the supervision, rectify their relationship with the organization as well as with the masses, sincerely listen to advice from all aspects and get used to work under close supervision. Last but not least, the Party’s leadership has to exercise self-control to keep their integrity. They have to resist varieties of temptation, put off an insatiable desire, refine inner qualities, check ill desires and keep up the style of hard struggle. Besides, they should choose to make friends with those who are excel in character and emulate those who are better than themselves. The ordinary people, the grass-roots cadres, the advanced model workers and the experts and scholars are among the suitable friend candidates. They should also develop healthy interests that will be conducive to the cultivation of lofty sentiments, the perfection of personality and the enhancement of life values.

　　Li Yuanchao demanded that CELA Pudong, Jinggangshan and Yan’an must take it as an important task in the leadership training and education to strengthen the Party’s spirit, to stabilize the Party’s ideal and conviction, to carry forward the Party’s fine work style in order to play a unique role in promoting leadership cleanness and honesty. Every trainee is to be asked to treasure the valuable learning opportunity and must further temper the Party’s spirit and improve work styles so as to make a clean and upright CPC member and a trustworthy public servant of the people.

Others who attended the school opening ceremony in the branch venue included Wang Xiankui, Deputy Secretary of CPC Jianxi Provincial Committee and First Vice-president of China’s Executive Leadership Academy Jinggangshan, Li Xiaosan, Executive Vice-president of CELAJ, Zhang Taicheng, Zhou Jintang, Zhang Younan, Vice-presidents of CELAJ, leaders at the level of provincial department and bureau chief in the 9th term training class on “to strengthen the Party’s spirit, to stabilize the Party’s ideal and conviction, to carry forward the Party’s fine work style”, leaders at the level of deputy provincial department and deputy bureau chief in the 5th term training class on “to strengthen the Party’s spirit, to stabilize the Party’s ideal and conviction, to carry forward the Party’s fine work style”, leaders from the CCCPC-managed enterprises and financial institutions in the training class on “to strengthen the Party’s spirit, to stabilize the Party’s ideal and conviction, to carry forward the Party’s fine work style”, the 150 trainees in the 2nd term training class for the nation wide directors of the Party History sections and all the staff of the CELAJ.
