He Guoqiang, member of  the Political Bureau of the Central Committee, secretary of the Secretariat of the Party Central Committee, minister of the Organization Department of the Central Committee, and the president of CELAP, CELAJ and CELAY, emphasized today when attending the autumn video opening ceremony of the above academies that all the cadres should study and implement the important speech made by comrade Hu Jintao at the  Party School of the central Committee of CPC .  He said that the three academies must strengthen the leadership training and education firmly centering on greeting the convening of the Seventeenth Party Congress and studying and implementing the spirit of the Congress so as to produce a contingent of high-caliber officials, and to better unite and lead the people to build a well-off society in an all-round way, and work hard to create a new situation in building socialism with Chinese characteristics.

He Guoqiang pointed out that the structure of the cadres has changed a lot in recent years, and a large number of young cadres have taken leading positions after new rounds of elections of the local people’s congresses, local governments and the CPPCC. Therefore, training and education should be carried out with definite aims to improve their art of leadership and to help them create new images. It is essential to take theoretical study as the prime objective, and all the cadres should be organized to study our Party’s strategic thoughts such as Deng Xiaoping Theory, the important thought of Three Representatives, and the Scientific Outlook on Development and establishing Harmoniou Socialist s Society put forward by the Party Central Committee with Comrade Hu Jintao as its General Secretary, strengthening their confidence in going along the road to socialism with Chinese characteristics, and constantly improving their Marxism level and their ability of utilizing theory to solve practical problems.

He Guoqiang emphasized that we should focus on improving our ability to promote scientific development and social harmony. Therefore, education must be carried out to guide our cadres to develop correct views on administrative achievements, and work hard to achieve success that could stand the test of practice, the masses and history by developing a strong sense of, and acquiring a correct understanding of the requirements of, and exploring effective ways of, and bearing firmly in mind the responsibility of scientific development so as to promote a better and quicker economic and social development. Furthermore, education must also be carried out to upgrade our cadres’ social management skills and guide them to do well in promoting social harmony by training them to correctly handle the contradictions among the people arising from the new situation, to do mass work well, and to resolve problems concerning people’s livelihood, with emphasis on the solution to the problems that concern people’s most direct and most practical interest.

He also pointed out that the building of leading bodies’ working style must be strengthened, too. We must carry forward the fine revolutionary tradition of our Party, creating an image of following the fundamental principle that the Party is built for the public and that it exercises state power for the people; must maintain the flesh-and-blood ties with the masses of the people, creating an image of taking care of and serving people for always; must promote the truth-seeking spirit, creating an image of being able to take vigorous action and pursuing to seek practical results; must observe principles and regulations that safeguard our leading cadres’ honesty and self-discipline, creating an image of exercising state power impartially and performing official duties cleanly.

The opening ceremony was presided over by Wang Ercheng, the deputy minister of the Organization Department of the Central Committee, deputy director-general of the board of CELAP, CELAJ and CELAY. Wang Xiankui, deputy secretary of Jiangxi Provincial Party Committee, deputy director of the board ，first vice president of CELAJ, and Li Xiaosan, executive vice president and all the trainees and staff members attended the ceremony.
