In the letter, president Hu emphasized that leadership academies should concentrate on large-scale training of cadres, greatly raising their quality, and improving their leadership for socialist modernization.

According to Xinhua News Agency, March 21st, Yan’an, Hu Jintao, General Secretary of the CPC Central Committee, President of the PRC and Chairman of the Central Military Commission, sent a congratulatory letter to CELAP, CELAJ and CELAY on March 16th to express his congratulations on the completion and opening of the three academies.

Hu Jintao emphasized in the letter that out Party has all along attached great importance to cadre training and education and the building of cadre training and education bases. In every historical stage， be it of revolution，reconstruction or reform，our Party, by developing and utilizing all forms of education and training bases at all levels, has nurtured a number of key leading cadres and talents. In order to attain the great objectives of building a well-off society in an all-round way and create a new situation in building socialism with Chinese characteristics, it is earnestly demanded that we carry out large-scale training of cadres and greatly raise their quality.

It is a big decision made by the Central Party Committee to set up leadership academies in Pudong, Jinggangshan and Yan’an, a decision made from an overall point of view of promoting the great cause of building socialism with Chinese characteristics and propelling the new great project of Party building. The completion of the three academies has provided important bases for our cadre education and training, which will play an important role in our carrying forward the fine tradition and style of our Party, and improving our cadres’ leadership for socialist modernization, and building up our Party’s governance capability and vanguard nature.

President Hu Jintao hopes that all the staff and faculty members of the three academies would exert great efforts to study and practice Deng Xiaoping Theory and the important thought of Three Representatives, and firmly plant in mind and carefully carry out the Scientific Outlook on Development so as to make their own contributions to our Party’s leadership education and training cause by building the academies into bases conducting education in revolutionary tradition and basic national conditions, into windows conducting international exchanges and cooperation in training, and into furnaces tempering leading cadres’ quality and ability. To do these, all the three academies must, by following the requirements of promoting socialist material, political and spiritual civilizations, innovate the training content, refine on the training method, integrate the training resources, optimize the training faculties, and improve the training quality, with emphasis on enhancing the cadres’ awareness of governing, on strengthening the cadres’ understanding of the laws of governing, and on improving the cadres’ abilities of governing.
